Yesterday, the UK Home Office published a 7-page booklet that will be given to asylum seekers as part of an education campaign.
It comes in the wake of a series of horrific rapes and sex attacks by people entering the country under the auspices of seeking asylum.

On 19 August, the Home Office published a booklet titled ‘Understanding behaviours and expectations in the UK: a guide for asylum seekers’.
The booklet begins, “You are in the United Kingdom (UK) because you are seeking asylum. We understand that coming to a new country can be difficult, and that laws and customs here may be different from your home country … This booklet will help you understand what is expected of you when living in the UK.”
It then lists the laws and customs that may be different to what “asylum seekers” are used to.
In the UK, men and women have equal rights, the booklet says. It notes that “women do not need permission from a husband, father, brother or any other man” to, for example, work and earn their own money, study and go to school or university, travel freely, choose who they marry, or choose not to marry and make their own decisions about their lives.
Domestic abuse and coercive control are other possible differences in culture that could be tolerated elsewhere but are not tolerated in the UK, the booklet informs “asylum seekers.”
It then educates “asylum seekers” about something that should be obvious in all countries, regardless of applicable man-made laws, and with everyone who has a sense of good morals – that rape is a crime:
Sex and consent
Consent means both people freely agree to sex or sexual contact. In the UK, the law is clear and strict: both people must agree to sex or sexual contact of any kind. This means:
- both people must say yes freely, without threat or pressure
- someone can change their mind at any time, even if they said yes before
- if someone is asleep, drunk, or unable to respond, they cannot consent
Consent is needed in every situation. This means even if you are married or in a relationship with someone, they must consent to sex every time.
If you have sex with someone without their consent, this is called rape. Rape is a serious crime in the UK. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.
What is expected of you

- always make sure the other person freely and clearly agrees to sex or sexual contact
- never use threat, force or pressure to make someone have sex
- never try to have sex with someone who is asleep, drunk, or unable to consent clearly
- stop if they say no or change their mind
“The legal age of consent in the UK is 16. This means that anyone under the age of 16 is considered a child and cannot legally agree to have sex,” the booklet says.
“Sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule. Even if they say yes, it is still illegal. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.”
Rape is an act of violence, power and control rather than a crime driven by uncontrollable sexual desire. While the crime involves sexual contact, the primary motivation for perpetrators is the exertion of dominance, intimidation and degradation over the victim. If a migrant rapes a UK citizen, it could be a sign of the perpetrator’s true feelings towards the country he/she is seeking “asylum” in.
Why, then, should taxpayers financially support foreign rapists while they are in prison, only to be released a few years later (perhaps earlier under one of the Labour government’s early prisoner release schemes), risking the offender raping again?
The booklet also informs “asylum seekers” that taking sexual images or videos of someone without their consent is a crime. This is about showing respect towards others. Again, respect for others should be universal, regardless of the culture someone grew up in.
“It is a serious crime to take sexual images of someone without their consent [or] share sexual images of someone without their consent,” the booklet says. “If you do any of these things, you could be arrested and go to prison, lose your accommodation and support, and it could affect your asylum claim.”
“Could affect your asylum claim”? Why only “could”, especially as it is highly likely that those images are then shared with others or distributed online (i.e. pornography)? Aside from demonstrating a lack of respect for others or an indication of a more serious crime – such as those committed by Muslim rape gangs (see HERE and HERE) – surely the UK Home Office realises that crimes committed by sexual offenders only get worse; they escalate over time.
Ted Bundy demonstrated that for those who are so inclined, what starts as something which is seemingly a minor sexual offence ends up as a serious crime.
Bundy was an American serial killer and rapist. “Bundy was a so-called power/control serial killer. The primary motivation of such a killer is to dominate his victims,” according to Psychology Today.
He confessed to murdering more than 30 women in seven US states between 1974 and 1978, but investigators believe he actually killed hundreds. In 1989, just before his execution, he gave a final interview with Dr. James Dobson. It was published with the title ‘Fatal addiction: Ted Bundy’s final interview’.
In the interview, Bundy explained how his compulsive behaviour developed. He revealed his addiction to hard-core pornography and how it fuelled the terrible crimes he committed.
