The World Health Organisation (“WHO”) Pandemic Treaty negotiations made no significant progress at the end of 2024. Several countries, including the US, have expressed opposition to the treaty.
Developing countries are concerned that the treaty would impose surveillance and obligations under the guise of pandemic prevention and Donald Trump has said he plans to withdraw the US from the WHO on day one of assuming office.
The Treaty’s future is uncertain, with some doubting whether an agreement will be reached by the May 2025 deadline.
Note: The Pandemic Treaty has been called various names over the years. It has also been referred to as the Pandemic Accord, Pandemic Agreement and WHO Convention Agreement + (“WHO CA+”).

WHO Pandemic Treaty Update
The following was published by the Health Advisory & Recovery Team (“HART”) on 29 December 2024.
In early November, we posted on the WHO Pandemic Agreement as the global steps to totalitarian control inched closer. With much activity ongoing in this area over the past several weeks, we wanted to provide a brief update on how the WHO Pandemic Treaty negotiations are progressing and highlight the varying perspectives that have been posted recently.
In early December, screenshots from a post by Dr Meryl Nass showed that the fear many have expressed that the WHO Pandemic Treaty will be approved was possibly misplaced; there is still much to debate and no official draft agreement is available to view.
She also posted last month that “we are hopefully at the beginning of the end of the Pandemic Preparedness Agenda.” To summarise, no agreements were made in November which meant that the negotiations will continue until May 2025. The HART article last month, related to an early draft of the ‘Pact for the Future’, which was adopted by consensus.
In the last meeting of the International Negotiating Body (“INB”) of the WHO, Dr. Nass has commented on her website and in social media posts that the INB works on the basis that “nothing is agreed until everything is agreed.” Therefore, for now, at least, it seems there is still much that has yet to be agreed upon. Screenshots Dr. Nass posted from the last INB meeting show areas where topics are not settled, including that nations do not agree to being forced to “implement routine immunisation” and other measures claimed to be consistent with the International Health Regulations (“IHR”).
Similarly, there is no agreement on the so-called ‘One Health’ project relating to Pandemic Preparedness. There is a continuing dispute over the transfer of technology and know-how for the production of pandemic-related health products. There is also no agreement to create a separate Pathogen Access and Benefit-Sharing (“PABS”) instrument outside the Pandemic Treaty. However, in screenshots of Article 12, there are concerns that in future planned negotiations, the WHO would make legally binding contracts with manufacturers of pandemic-related products, including distribution. To date, no agreement has been made regarding vaccine liability waivers, with the possibility of no-fault compensation mechanisms for liability relating to pandemic vaccines during emergencies but the terms have yet to be agreed upon.
It would still take 3 years to get out of the Pandemic Treaty, and it would enter into force 30 days after the 60th signature. In a 7 December post, Dr. Nass states that the Pandemic Treaty negotiators concluded their week-long meeting in Geneva, without an agreement, highlighting another setback for the WHO plan, and that essentially the “treaty is dead.”
The aim was for the INB to resume a session in early December to get the Treaty adopted before Donald Trump took office. However, this has not worked and in the case of the USA, at least, the Pandemic Treaty is a failure and the US will not become a party.
Such encouraging news is also borne out by the fact that so far, 26 States in the USA have not signed up to the WHO Pandemic Treaty. The State Governors posted this Joint Statement: “The WHO is attempting one world control over health policy with their new ‘Pandemic Agreement.” Twenty-four Republican Governors expressed concern over this development in a joint letter in May 2024. “Put simply, Republican Governors will not comply.” In early May 2024, 49 Senators also sent a letter to President Biden to withdraw support for the current Pandemic Treaty negotiations and the IHR amendment negotiations.
James Roguski has posted more recently that no agreements have been reached, but cautions this is not yet “dead in the water” and negotiations will continue into 2025. Other excerpts also indicate that there will be no Pandemic Agreement by the end of 2024, with some doubting whether an agreement will even be reached by the May 2025 deadline.
There are many points of contention but ultimately, developing countries are concerned that the Pandemic Agreement is being used by the EU to impose surveillance and other obligations under the guise of pandemic prevention, rather than delivering outcomes to address inequities experienced during health emergencies.
In her newsletter, Dr. Nass said: “If a pandemic treaty does eventuate, it will be Trump’s call whether to join or not. And he already staked out his position last year: no WHO, no pandemic treaty, no global governance.”

We will continue to monitor the pandemic negotiations, but it seems we have a much-welcomed reprieve. Let’s hope when Trump resumes office this pandemic treaty is permanently closed.

Hopefully, in its death throes
I was just about to make the same comment, But you were ahead of me. The English language seems to be heading down the road of “if everyone’s getting it wrong, that makes it right”, it doesn’t !
Hi Stitchy Witch and Michael, Yes, you are right. It should have read “throes” and not “throws,” I made a typo. Its been corrected now.
The speed with which one slap in the face hits right after the other these days my feeling is YES. They are losing. Outwardly they try to give off the impression they have already won, they have even had an “after party” in the WEF where they “celebrated” their “victory.” But no, with so many people worldwide starting to see right through their games I do not doubt their downfall. The whole project is sick in the extreme, they choose to forget that humans were created with a brain and with eyes to see. Thus, their coup failed. People no longer walk in silence their eyes glued to some screen. People talk now, and this tendency is worldwide. Anger is no longer silent. Thank God. Still, we need to watch out. Observe, talk, then hit back. And surely enough EXPOSURE is the way forward.
I’m sure they’ve got lots left in their bag of tricks. But they are afraid of our numbers.
And rightfully so.

Their Achilles Heel is the EUA. They refuse to talk about any legalities.
The EUA was an absolute requirement due to the nature of the treatments. As such, they must abide by EUA regulations in order to qualify for immunity. They did not do this.
Item II states that known risks must be conveyed. There are known risks listed in every test package, and the patents are loaded with them, and that is no surprise because a single patent has list of 1500 peptides in it (just covid though).
They failed to uphold the EUA and therefore assumed liability. The law is not being applied for the people, and the people need to force it.
They have a way of avoiding EUA’s for experimental treatments using ‘strain changes’ now. If they change a multi-syrain vaccine during a pandemic, the new vaccine material is taken as is with no requirements for testing or safety. It is then pushed out as if it’s licensed, when in fact it’s more experimental mRNA.
They need injections because they want to put technology in our brains. Carbon nanotubes are in the patents, and I can show you pictures of them growing on neurons, which I pulled from an MIT slideshow.
EUA was violated and they assumed liability.

Throw it up against the wall, see if it sticks. They don’t need a scamdemic treaty to release bird flu, or for climate change lockdowns, or even tax the snot out of the relatives because you have the impertinence to live to 75. If they can get the treaty, well and good. If not….

I’m not sure if death throes is accurate. The primary discussions at the WHO have been about legal obstacles, such as human rights.
Their proposed solution was to use ‘protocols’ and amendments.
The amendments allow them to reserve word definitions in a separate place. That way, scope can be creeped with simple definition changes in an unrelated area.
Protocols allow governments to participate in all of the crimes, without having to legally ratify it.
They literally hold conversations about how to sidestep laws and rights. Always make sure that the definitions of the words in the document are listed within the document, so that you know exactly which sense applies to the rules. Otherwise, they will simply change a definition.
I hope Bill Gates and Co. are ALL soon in THEIR death throes. The world will be a safer place without scum like that nonce. I rather think Cliff Hi is right and there will be a few bumped off in the so called corridors of power. Horrible way to think but the likes of this are the ‘useless eaters.’
