The Islamic Centre of England, a London-based charity accused of being part of the Iranian regime’s propaganda machine, is licensed by the UK Home Office to sponsor visas for “skilled workers” and religious ministers.
Despite being under active investigation by the Charity Commission for its alleged ties to Tehran, the organisation remains on the official register of licensed sponsors.

On Sunday, The Telegraph revealed that the Islamic Centre of England, a London-based charity currently under investigation by the Charity Commission, retains the legal authority to sponsor visas for “skilled workers” and religious ministers.
The Home Office has confirmed that the centre remains on the official register of visa sponsors, though it has not sponsored any workers since 2022.
The Charity Commission’s ongoing investigation into the centre has already forced the organisation to remove governance rules stipulating that the board of trustees include a religious representative of Iran’s supreme leader.
The centre was flagged earlier this year for hosting a “community bazaar” that sold items featuring Hezbollah-themed phone cases, pro-Iranian regime key rings and stickers of General Qassim Soleimani, a commander of the Islamic Revolutionary Guard Corps (“IRGC”). “When Soleimani was killed in a US air strike in 2020, the centre held a candlelit vigil,” The Telegraph said.
Seyed Hashem Moosavi, the centre’s director and an imam, has publicly referred to protesters against the Iranian regime as “soldiers of Satan.”
“Security experts raised concerns about the centre’s right to sponsor visas, particularly after Iran threatened to strike RAF Fairford in Gloucestershire. The concerns also come amid fears that the Tehran regime is smuggling sympathisers into Britain on small boats across the Channel,” The Telegraph said.
The Islamic Centre of England denies being an official representative of any government or political entity, maintaining that it is an independent UK charity operating in accordance with British law.
A spokesman said: “Like many charities, faith organisations and other eligible institutions in the UK, the centre holds a Home Office sponsor licence, which allows it to sponsor skilled workers where it meets the requirements of the UK’s immigration system.”
These revelations follow reports that other organisations – such as the Islamic College in North London, which is affiliated with Al-Mustafa University and accused by the US Treasury of being “an engine of indoctrination,” and Islamic bookshops that sell material containing anti-Jewish content and other texts deemed radicalisation threats by UK prisons – have also been granted the right to bring “skilled” migrants to the UK.
A Home Office spokesman said, “We treat the threat posed by the Iranian regime and those who do its bidding with the utmost seriousness. That’s why we have fast-tracked a change in the law to outlaw support for the IRGC, equipping the police and intelligence service with more powers to disrupt those working on their behalf, and making it easier to prosecute them.”

On 13 July, UK Home Secretary Shabana Mahmood announced that the IRGC was going to be designated a threat to national security under the National Security (State Threats) Act 2026, making it a criminal offence to support the group.
The designation is being driven by allegations of IRGC-linked activities on British soil, including plots to assassinate journalists from Iran International.
“MI5 identified at least 20 potentially lethal Iranian-backed plots against people in the UK in the last year, and the IRGC is central to the Iranian state’s operations, which particularly targets the Jewish community and Iranian dissidents,” the BBC said.
On hearing the news, Roger Macmillan, security expert and former director of security at Iran International TV, said: “Proscribing the IRGC is the floor, not the ceiling. The real fight now is against the network around it: the front charities, the so-called Islamic centres and education centres that launder its ideology into British communities, the online broadcasters and the social media influencers who do Tehran’s work for it.”
