Among documents declassified last week by President Donald Trump was a text message from Nikki Floris, a former FBI Deputy Assistant Director for Counterintelligence.
“I’m basically running a shadow government across the FBI at this point,” she said.

Floris’ comment was made in late September 2020, during the 2020 US election cycle. At the time, Floris, then leading the FBI’s Foreign Interference Task Force, was working to retract a report alleging Chinese interference in American elections.
“Floris was one of the key FBI officials who on 25 September 2020, weeks before the election, was at the forefront of the bureau’s effort to recall and suppress an Intelligence Information Report (IIR) containing information from an FBI confidential source alleging that the Chinese government was producing fake drivers’ licenses for fraudulent mail-in-votes in support of then-Democratic nominee Joe Biden,” Just the News said.
In August 2020, “about one month before Floris suppressed the intelligence report regarding Chinese interference in the 2020 election, she promoted a false narrative about Russian interference in the election,” World Tribune pointed out.
Her nefarious activities weren’t limited to federal elections.
“She was behind the FBI censorship of conservatives at Twitter, and on other social media, as the Oversight Project thread notes, she worked with falsely appointed Special Counsel Jack Smith and his Arctic Frost impeachment of Trump. She also participated in something called ‘Round River’ in August 2020, shortly before her testimony, to smear informants who knew of Joe Biden’s corrupt business activities as Russian agents,” American Thinker noted.
“The extent of the damage she did by refusing to do her job is widespread, and who knows how many people she influenced?” the outlet added.
What is the person who ran “a shadow government across the FBI” doing now? She currently works as the Director of Insider Risk at Microsoft, where her role acting for a “shadow government” is unlikely to stop and will have a global reach.
Microsoft is one of the 22 organisations that, since 2023, have been collaborating with the BBC on its ‘Trusted News Initiative’ (“TNI”). Google and Meta have also been doing the same.
In 2023, Google also partnered with the United Nations, World Health Organisation and others in a global censorship tool, the ‘Google News Initiative’.
Global technology companies do not act independently of the wider establishment, nor have they ever done so.
In a previous article, we quoted from a 2018 article by Duane Hayes about a 1974 report published by the Stanford Research Institute (“SRI”) titled ‘Changing Images of Man’.
“Within a decade of publishing the Changing Images of Man, we see the meteoric rise of both Silicon Valley and the World Wide Web, both originating directly from out of this innocuous private research institute [SRI] colloquially known as the Farm,” Hayes said. “We [ ] see a deep military affiliation with the project in that the internet stems directly from the Pentagon’s ARPANET programme and the Stanford Research Institute is one of three original hubs for the internet.”
“Stanford University is centred within a few miles radius of all of the social media giants Google, YouTube, Facebook, Twitter, Yahoo!, and all of these survivors of the dotcom era have major ties to the US intelligence community while also conveniently forming the main framework that is social media,” Hayes wrote.
Dr. John Coleman notes in his book about the Committee of 300 that ‘Changing Images of Man’ was written by “14 new-science scientists under the supervision of Tavistock and 23 top controllers, including B. F. Skinner, Margaret Meade, Ervin Lazlo and Sir Geoffrey Vickers, a high-level British intelligence officer in MI6.”
Dr. Coleman further noted that one of the Committee of 300’s aims is that “all information services and print media shall be under the control of the One World Government.”
He also highlighted that the Central Intelligence Agency (“CIA”) is represented on the Committee of 300. Which begs the question: Does it truly indicate a particular country’s involvement depending on which intelligence agency is named? Perhaps not. As with all organisations, lower-level operatives may not be aware of who their ultimate boss is – and neither do the public.
In 2023, we published an article exploring who controls Military Intelligence, Section 6 (“MI6″), the UK’s foreign intelligence service. In it, we noted a 2004 lecture given by Professor Walter Veith in which he quoted ‘The Knights of the Maltese Cross’ by Edith Simon.
Simon said that the Knights of the Grand Council of the Sovereign Military Order of Malta (“Knights of Malta”), headquartered in Rome, “control the Banking, Industry and Military Complexes of the world … They rule the International Intelligence Community, the KGB in the East and the CIA in the West.”
According to Veith, the Knights of Malta are controlled by the Jesuits.
If it is a case of all foreign intelligence services being centrally controlled, then what appear to be national intelligence services, such as the CIA, KGB, MI6, etc., and perhaps Mossad, are actually a global intelligence agency with branches based in different countries.
If all of the above still holds true, it should come as no surprise that in 2023, at a hearing of the US government’s Select Subcommittee on the Weaponisation of the Federal Government, Michael Shellenberger pointed out that “former” agents from various intelligence agencies have been working with Microsoft.
The Cyber Threat Intelligence League is a group of “so-called former Israeli intelligence, former British intelligence, also working at Microsoft, and others who basically said ‘we’re going to volunteer our services’,” he told the Subcommittee.
“These are some of the world’s greatest so-called cybersecurity professionals volunteering their services to multi-billion dollar hospital and healthcare organisations whose own IT organisations spend millions of dollars a year on cybersecurity, supposedly volunteering this. This was the premise of the whole thing.
“Then … they added cognitive security. And the people who did that were two UK and US military contractors. This was one of the most sophisticated disinformation operations that I’ve ever seen … [it] had [ ] many people that came from military and intelligence organisations [involved] ”
