Andy Burnham’s government is proposing statutory changes that force digital service providers to prioritise its preferred sources of “news,” such as the BBC.
YouTube, an American company, is warning that the UK government’s control over its algorithms will make it harder for independent UK content creators to be discovered on its platform.

The Proposal
The UK government is proposing regulatory changes that force social media platforms to prioritise content from established public service broadcasters such as the BBC, ITV and Channel 4.
Currently, the public is being softened up to the idea through a government consultation on a Green Paper titled ‘Watch this space: A new strategic direction for UK media’ published by the Department for Culture, Media and Sport (“DCMS”) on 23 June 2026. The consultation, which takes the form of a survey, closes on 31 August 2026.
The paper is explicitly intended to be read alongside the separate BBC Charter Review green paper, ‘Britain’s Story: the Next Chapter’, whose own consultation closed in March 2026, Clean Feed said.
“Notably, the [Watch this space] paper warns that ‘no assumption should be made at this stage that public funding will be available to support a transition [to digital viewing only]’ … The case for change is financial,” Clean Feed added.
“In various places in the Green Paper, the role of the BBC is emphasised as a cornerstone of the UK’s public service media landscape, and that does not look set to change, but there is scope to bring more providers into the fold,” CMS Law explained.
“This comes despite the BBC recently facing significant scandals involving the accuracy of its reporting, including last year when it was forced to apologise to U.S. President Trump, Breitbart said.
‘Watch this space’ outlines a 10 to 15-year roadmap to overhaul media policy to prepare the broadcasting sector for a digital-first future.
Among others, it proposes:
- ending Digital Terrestrial Television (Freeview) either by 31 December 2034 or via a ten-year extension to 31 December 2044, and
- plans to explore legislation requiring social media and video-sharing platforms to make content from Public Service Media (“PSM”) providers – such as the BBC, ITV, Channel 4, Channel 5, STV and S4C – prominent and easily discoverable to combat misinformation.
To tackle a growing amount of AI-generated content, “The Government had already announced the establishment of a task force with a view to putting forward proposals in the Autumn for labelling of AI-generated content as well as its plans to launch a consultation on deepfakes in the Summer,” Lexology wrote. “Against that backdrop, the Government intends to explore options for a statutory prominence regime for ‘trustworthy’ news on social media and video sharing platforms.”
The Public Consultation
As we have mentioned in a previous article, the UK government uses the Delphi method in its “public consultations” to manipulate the outcome according to a pre-determined result.
“The survey is rigged. The questions are designed so that the person taking the survey will agree with their basic premises – there are no options to object to [whatever the Government is proposing to implement],” we wrote.
The survey, for which we have provided copies in the files attached below for information purposes, begins with some personal profiling questions, for which respondents are given the option of “prefer not to say.”
Respondents are then required to respond to one of several pre-selected topics covered by the Green Paper. We selected the option ‘Prominence of news on social media’, which leads to a screen asking a question: “What are your overall views on the future of television and media in the UK, related to the topics presented in this Green Paper?” It provides a box to enter a descriptive answer.
The survey then asks questions about trustworthy news, without defining what trustworthy news is or allowing a respondent to describe what he/she deems as trustworthy (see PDF “(6)” below). This is where the Delphi method rears its head so be careful how you answer these questions; while you are talking about trustworthy news such as independent media, they will take it to mean their propagandist and misinformation sources, such as the BBC and Channel 4. There are options to answer “not sure” and this may be the best answer under these circumstances, just so that the descriptive answer noted above can be submitted.
The Objectives
The Government states the objective of giving their preferred media prominence online is to ensure authoritative and trusted news remains easy to find amidst the spread of misinformation and AI-generated deepfakes, as audiences increasingly consume news via social media.

Culture Secretary Lisa Nandy said, “It is vital that we make sure that people have better access to trusted and accurate news and that our regulated public service media is seen and heard in the fierce battle against mis and disinformation.”
According to Press Gazette, DCMS minister Ian Murray told journalists, “The Government is currently planning to ask big tech like YouTube and Meta to make the changes voluntarily but could ultimately pursue regulation and legislation if they do not do so.”
Don’t fall for their fluffy language and manufactured crises used as an excuse to forcibly take control over information that should be easily and freely accessible to the public.
Herald Scotland summed it up: “Consultations are underway on yet another media bill that looks to grant the UK Government the power to meddle in how the internet operates.”
Critics argue the move is an attempt by the Labour government to seize control of the algorithm to push state-approved news and suffocate independent voices.
Using algorithm manipulation, the Government’s proposed “prominence regime” would require platforms to give a “privileged position” to legacy or corporate media. YouTube has warned UK creators that this would artificially suppress independent journalists and creators, making their content harder to discover and reducing their revenue. YouTube is encouraging content creators to submit their responses to the Government’s consultation. If you choose to do so, please take heed of the warning about the Delphi method given above.
“First, we had to submit IDs to prove that we are adults using the internet, and now there’s an attempt to control YouTube’s algorithm. This will not be the last of the bright ideas, ill-thought-out and horribly executed, so where does it end?” Herald Scotland said.
The Free Speech Union and Nigel Farage have labelled the plans as dystopian and appalling state censorship.
